How to check a veterinary hospital's license in California and Florida

Premises registration in California and premises permits in Florida: what they require, who must be responsible, exemptions, and how to look a hospital up.

Veterinarians are licensed as individuals, but in California and Florida the place where they practice must be licensed too. That premises license is a useful, often overlooked check: it tells you the hospital is known to the state, has a licensed veterinarian answerable for it, and is subject to inspection and minimum standards. This guide explains both states' rules and how to look a hospital up.

California: premises registration

Business and Professions Code section 4853(a) says "all veterinary premises shall be registered with the board", meaning the California Veterinary Medical Board. "Premises" means any location where veterinary medicine, dentistry or surgery is practiced, including a building, kennel, mobile unit or vehicle. A mobile unit operated from a registered building that is the managing veterinarian's principal place of business doesn't need its own registration if the building's registration declares it.

The registration application must name each owner or operator, the type of corporate entity, the premises name and the responsible "licensee manager", a licensed veterinarian who acts for the premises. Changes of owners or officers must be reported within 30 days, and the registration cannot be transferred to a new owner. Under section 4853.6 the board must deny, suspend or revoke a registration if the licensee manager stops being responsible and no substitute is named, or if the holder's or manager's license is revoked or suspended, and it will not renew a registration that has no licensee manager. Section 4854 requires premises and all instruments to be kept clean and sanitary and to meet the board's minimum standards; section 4853.5 allows fines of $50 to $500 a day, suspension or revocation when they are not.

A veterinarian who practices only by telehealth from a location where no animals are examined and no drugs or equipment are kept doesn't need to register that location, but must show their name, contact details and California license number on any website they use, along with how to get records and a statement that clients may contact the Veterinary Medical Board (section 4853(h)).

Florida: premises permits

Florida Statutes section 474.215(1) requires "any establishment, permanent or mobile, where a licensed veterinarian practices" to have a premises permit from the Department of Business and Professional Regulation. The department inspects the establishment before issuing the permit, and the permit is issued only if it meets the board's minimum standards for "sanitary conditions, recordkeeping, equipment, radiation monitoring, services required, and physical plant." The application names the veterinarian responsible for managing the establishment and the owners. The permit can be revoked, suspended or denied when an inspection shows the establishment doesn't meet the standards or when the responsible veterinarian's license is suspended or revoked.

Some practices are exempt: a veterinarian who makes house calls and keeps no establishment for receiving patients, and one who serves only agricultural animals, need no premises permit but must keep minimum equipment set by rule. Limited-service practices, such as vaccination clinics, need their own biennial permit and must register each location. A non-veterinarian may own a veterinary establishment only with a premises permit and a designated licensed veterinarian responsible for it. Knowingly operating a veterinary establishment without a premises permit is a third-degree felony under section 474.213.

How to check a hospital

  1. Find the hospital on this site by city or name. Each listing shows the state registration or permit number, how long the premises has been licensed and, in California, when the registration expires.
  2. Confirm it on the state's lookup: the DCA License Search (California Veterinary Medical Board) or the Florida DBPR license search.
  3. Check the veterinarian who will treat your animal on the same lookup. Individual licenses show status and any public disciplinary action the board reports.
  4. Ask who the responsible or managing veterinarian is. Both states require one to be named for every licensed premises.

What the premises license does and doesn't tell you

A current premises license means the location is registered or permitted, has a licensed veterinarian answerable for it, and is subject to the state's sanitary and equipment standards and to inspection. It is not a quality rating. It doesn't tell you which services the hospital offers, whether it has overnight staff, or what it charges. Some hospitals are accredited by private bodies that set their own standards; that is voluntary and separate from state licensing.

"Licensed since" on our listings is the date the state first issued the registration or permit for that premises. A long history shows a hospital that has kept its license in place for years, though ownership may have changed in that time; in California a new owner must notify the board, and in Florida the permit names the current owners.

Chains and corporate owners

Many hospitals today belong to regional or national groups. Some register their hospitals at a head-office mailing address rather than at the clinic itself, which means a public file can't tell you where the hospital is. We leave those records out rather than place a hospital at a corporate office, so a chain-owned hospital may be missing here even though it is licensed. Check the state's own lookup by name.

Complaints

If you have a concern about care, talk to the managing veterinarian first. You can complain to the California Veterinary Medical Board or, in Florida, to DBPR, which handles complaints for the Board of Veterinary Medicine. Include dates, the names of the people involved and copies of records and invoices.
